For long-time Ward 8 resident Delois McNeal, 70, the weekly task of restocking her refrigerator is a challenge.
“I have to walk across the street to catch the W3 bus,” McNeal said. “It’s a shuttle bus that runs once every half an hour. If you miss that, you have to wait another half an hour to go to the grocery store.”
